Consulting and Technology Service (CATS) Contracts

Electronic Bid Management System (EBMS)

The EEPEX developed EBMS delivers best-in-class online collaboration tools that streamline public procurement nationwide. The system supports vendor registration, conducts online bidding and auctions, provides supplier outreach, ensures compliance with local business rules—including small and disadvantaged business programs—and facilitates cooperative procurement. 


Our platform empowers agencies to efficiently create, manage, and share bid specifications across jurisdictions, ultimately lowering the cost of procuring goods and services. 

Central Vendor Registration System (CVRS)

Developed by EEPEX, the CVRS platform is a centralized, inter-agency vendor registration system designed to collect detailed business information from companies interested in receiving notifications for Invitations for Bid (IFBs), Requests for Proposals (RFPs), Expressions of Interest (EOIs), and other competitive or non-competitive procurement opportunities.


EEPEX also delivered comprehensive support services, including a live helpdesk call center, online assistance, and ongoing application maintenance. Our team provided bug resolution, functionality enhancements, performance monitoring, and administrative support to ensure seamless platform operation.

Enterprise Integrated Case Management (eICM)

EEPEX partnered in the implementation and support of the eICM system—a centralized platform that provides Health and Human Services (HHS) staff with a holistic, 360-degree view of each client across programs, services, and case activity. By consolidating more than 120+ programs, eICM streamlines client intake, enhances service coordination, eliminates duplication, and improves outcomes. The platform enables real-time information sharing across teams, driving more efficient case management and informed, data-driven decision-making.
